Unable to Send Receive Text messages since 2 years.

Visited Many Airtel Stores, they have not rectified text message issue for my number. They have changed sim cards and also tried in other phones. But no luck, they have no clue how to resolve issue. When I tried calling customer care number, there is no IVR Option to discuss text message issue. It never connected and kept on rolling over with same repeated menu.
