Turned down for reimbursements

I signed up with Unitedhealthcare through via benefits at age 76, I was working, and had insurance,so I didn't need more insurance. But because of the virus, and my age, I retired and didn't want to bring the virus home to my 90 year old husband. My husband worked for the electric co. for 35 years, and was receiving reimbursements for his insurance premiums, through via benefits. I called via benefits, and they told me, no problem, you are eligible for the same reimbursements as your husband. The time came to receive reimbursements, I was told you are not eligible, because I didn't sign up for reimbursements at age 70. I had no idea that I needed to sign up at age 70. Why did they sign me up in the first place? I do have a form dated 2018, saying I was verified to receive reimbursements. User's recommendation: stay away from via benefits.
