Trying to get services started

This has been ongoing for a month now...installation technician one came out, said he could not install service because a new cable had to be buried. Technician two came, the supervisor, nonetheless said he would put in a service order and that it should be able to get done within a month and would be completed by the 15th of August 2018 'and' that such an event would have to completed by a third party contractor. The third party contractor came out....looked at my yard and the distance it would take to bury a line out to the box, then left. No explanation, nothing. When I called customer service to inquire about this, no help whatsoever(Marion)! The customer service supervisor(Kayla), at first, refused to get on the phone with me. When she finally did, she refused to call the local office to see what the issue stating that I needed to do that myself. My next step is to call the BBB and complain. Northland was happy to take my money and even after a month's worth of this back and forth, they haven't even offered to refund my money if they are unable to do the installation. I just would like for someone to give a straight answer.
