Troll vibrations

We bought a 2016 proV16 brand new in 2017,it came with a 25hp mercury 4stroke.Had a serious vibration while trolling at lowest speed.Got rid of the 25hp and put a brand new 40 mercury on it.Still has same vibration at troll speed.Seems to be a structural issue of some sort.Give it just a little throttle its fine but then you are going to fast to troll.
