Told payment did not clear

Contacted their live support to verify available stock for in-game credits. Was told they had the amount I requested, which was 10 million, the smallest amount they sold. and would be delivered in 30 minutes of my order. Placed my order near 10pm est. After the order cleared paypal, I contacted them to check the status, was told it would take 2 hours. Checked back at 12pm, and was told it would be 2 more hours. Angry, checked back at 2am. told it would be a little longer. 4am rolls around, still no delivery, and not receiving any answers from the online support. I email customer service. Get a reply. The payment for your order hasn't been gone through; since we are unable to ship the items until your account balance is cleared. If we do not receive remittance within the next 24 hours, we will have no choice but to cancel your order.Please note that your endeavor will make immensurable assistance to our future business and cooperation. - Attached to my email to customer service included the forwarded conformation from paypal that the payment cleared my credit card. The reply is a lie. I'm contacting American express to issue a charge back, i'll be damned if i get screwed by IGXE, and Paypals policy does not protect against digital goods, however American express does.
