They sold the wrong solar panels

My friend called Solartec USA to purchase 12 volt solar panels (Photovoltaic). They sold her (2) solar panels for $961.40 The panels arrived and they were 36 volt panels. She called Solartec, They said the panels will work on her 12 volt system if she buys a converter from Home Depot for $14. Home Depot has NO such converter. Solartec refuses to refund her money. There is a Solartec in Canada but they are not affiliated with Solartec USA. So now my friend is out $961.40 and these solar panels have very little market value for resale because of the 36 volt rating.
