They charged me for logging into paypal

It asked to login to my paypal account in order to get into the website. Without my consent they charged me $19.95. I tried calling the number on the website, noone answers. Its just an answering machine saying noone will call me back. I'm trying to cancel through paypal now and my bank to refund this money. IT IS OUTRAGEOUS!
