They are not refunding my amount or taking any steps to do so

I had placed an order for Swatch Watch costing Rs 3199.00. The said order was placed on 4 April 2009 (may be before 2 and half month). Even after continuance reminders and follow-up with the Company, I have not yet received Swatch Watch till date. Therefore, on 21 May 2009, I have requested for cancellation of order and refund of amount at the earliest. I have continuously requested for cancellation of order vide my mail dated 22 May 2009, 25 May 2009, 16 June 2009 and 16 June 2009. For every mail, the seller is repeating the same response that "In this regard we would like to inform you that we have already forwarded your complaint to our concerned department. Kindly wait for some more time." They are not refunding my amount or taking any steps to do so..
