Terrible Experience / Stolen Funds

I returned a dress that I paid $528.00 for. It was received by David's Bridal on 9/13/19. David's Bridal claims they issued a refund on 9/19/19 and advised that I need to call PayPal and my financial institution. PayPal advised they have not received a refund from David's Bridal. My financial institution says they have not received a refund my David's Bridal. David's Bridal has stolen $528 from me and is disinterested in resolving.
