Stalling on Refund, Waiting a Month

I received shoes on 2/5/2019. I returned the shoes immediately because they were painful. I followed all their instructions for return with full refund. No answer to my emails until they said no receipt on 2/15/2019. Then on 2/17 they said it takes 2 to 3 weeks to process. Now on March 1st they tell me by phone that because I complained to my credit card company, they will hold the refund for a month.
