Shipment had not arrived

Placed an order on 6/18/20. I am a VIB Rouge member and I have flash delivery. Since Covid began flash delivery had been slow - understood not their fault. I paid for expedited shipping as this is a birthday gift I need for 6/23/20. I have still not received my shipment. I was told all they can see is that its still in process. I asked if I could have it cancelled and shipped overnight. No can order again but cant cancel. They could offer no further help except if I dont receive it this week they will refund expedited shipping
