Service is very poor

There are several basic channels that says temporarily out of order , It has been happening several days. WE always get NO Data when we push guide. We have to many times stop, reboot the system and it comes back. Why do we have to go through this. I live in Wernersville and the service has been this way for years. Can you give me a good explanation
