Sell product they don’t have and never refund

I’ve been a Hautelook customer for years and used to average spending $500/mo/yr on that website... until they became a total mess and every-other order was canceled because they didn’t have the product, yet I was still paying interest fees on my credit card (Nordstrom Credit Card, of course) without having the merchandise to show for it. On items they would actually have and I’d return because they were poorly made, I’d have to call them a couple weeks after shipping my return to receive my full refund because they either never issued the full amount, or any amount at all, claiming they must have “missed some items” that were in the same box. I don’t understand how a company like this is able to legally stay in business.
