Salesman will not contact me back

The salesman promised me if I switch from ATT to Brinks he would compensate me for what was left on my bill and to text him a picture of the final bill. It's been a month since I sent it to him and haven't heard a word back he won't even return my phone calls. I feel this is a very disrespectful thing to do to a new customer and I'm very upset I would like some answers please! How am I supposed to resolve this situation?
