This has been eating at me for over one year. NIACAP stands for Niagara County Community Action Program here in New York State. The Rural Development program, (not to be confused with the USDA Rural Preservation which is truly awesome) is administered by NIACAP and offers aid to low income families for the purpose of renovating their homes, such as a new roof, siding etc. In my Opinion, Mr. Mark Crage, who answers the phone and handles the application process is the absolute most rude and nasty person I have ever dealt with in my entire life. I meet the qualifications for eligibility to this program, but for reasons unknown to me I have been shut out. Mr Crage has gone as far as literally YELLING at me and my wife over the phone for reporting him to HUD about his attitude. Apparently, he answers to nobody and enjoys boasting about it. If you want to try applying for yourself, do so prepared to be treated like a dog begging for a bone. And don't ever dare showing up at his office as he works alone and does NOT like company for any reason, particularly to drop off papers. STAY AWAY! You've been warned! Mr. Joseph M. Naab
