Roof Windows floors.

After bad weather eater started running down walls and around windows. Contacted insurance company they stated bad construction of roof. Contacted insurance commisioner they stated contacted CH. THEY stated contact builder. Contact builder still nothing. Almost a yr has past. Don't know ehat else to do.
