Ridiculous administrative fees collected at time of application

Recently applied for an apartment in Scottsdale AZ and was a bit surprised to see they required a $300 (plus tax no less) administrative fee when submitting an application. Now an admin fee is fine, but this is exorbitantly high and I’ve never been asked to pay it...
