Return shoe items but no Refund

I have purchased the same shoe from this site for years. But having received the shoe I purchased recently, it was defective; the length was not right, compared to the shoe I had originally purchased, even sent a Photo of the comparison . You CANNOT call, as no one answers, even after waiting for 3 hours. You CANNOT email, as they automatically send you information about returning. The site also says, you MUST purchase another shoe with the purchase price higher; which I did. I followed the rules obtaining a Free Return Label with a Tracking number. I found the tracking number of the shoe and it had been Received at the Woburn, MA site with a signature. I have attempted to obtain the Refund, but to NO avail. Then, they have a nerve to require a restocking fee of some $10.00.
