Refused to call for help in emergency

On June 29, 2015, I locked myself out of my apartment when taking out the trash. It was almost 1:00am. I used the call box outside to call the Rubinoff after-hours line to report that I had locked myself out and had no mobile phone, since I left it in my apartment. The gentleman on the other end of the line refused to call for help. He reported the lockout to an agency that wanted to unlock my door for $190.00, which I didn't have a wallet either. I asked him to call for a taxi so I would have some place to stay for the night and he refused, saying "I don't have to call you a cab". I asked him to call emergency and he again refused and would disconnect every time I tried calling back asking him repeatedly to help. Later that night I was able to reach a hotel and speak with normal human beings whom let me use their phone to call for help. After I had arranged for help, I called this man again at the Rubinoff after-hours line and told him that I would report him, to which he laughed and said he wasn't listening to me. This was absolutely inexcusable. I am now sleeping in a hotel lobby waiting for this company to reopen to I can speak with someone about this.
