Refused Direct Rollover of an IRA

A direct rollover of an IRA is an IRS sanctioned procedure that clearly documents the funds rolled over from one custodian to another are not taxed. On March 29, 2018, I entered the branch on Mayfield Road and said I wanted to do a direct IRA rollover. The platform clerk who greeted me said she could help me and she knew what it is because she thought I was bringing money in. When I explained I wanted to roll my money out of Third Fed, she refused. She called over the branch manager (a very rude woman) to confirm and the manager told her to confirm with the IRA department at the central office. I received a check for my funds made out to me and I was told it would be recorded as a fully taxable normal IRA distribution.
