Refusal to let me make a complaint with the complaint dept!

I was transferred and was put on hold for 20 min or so each transfer. Finally got to the complaint dept when all other employees could do anything to help and that dept told me literally that I should have just hung up after the first two transfers and said she would not file a complaint for me since according to her there was nothing Whindam would do about it. Refused to give me heryou will probobou User's recommendation: you will probably not get any help resolving an issue on the phone. plan on having at least an hour if you try.
