Refund setup fee

About an hour ago I was looking at the various companies that said they could save on long distance calls from the prisons. Colt from CCH called me almost as soon as I keyed in my phone number. All sounded good and they gave me a California phone number for my inmate and told me to call GTL (Global Tel Link) and set up an account with that number. But then he said NOT to mention CCH to GTL when I contacted them to set up the account. My warning flags went up, but by then he already had my money. WELLLL, when I spoke with GTL they said the phone number belonged to someone else and that I would have to fax a copy of the phone bill AND and electric bill. GTL specifically stated that the electric bill MUST have a California address to correspond with the area code on the phone bill, NOT FROM ANOTHER STATE. Since I don't live in California, I have no electric bill from there. When I called CCH back Colt said they would refund the initial monthly charge BUT NOTE the $19.50 set up fee. When I tried to argue the point he told me it was legal for them to keep the set up fee. I then used the angle that if the company was in business for years as he previously stated they should know that GTL would not permit me to set up an account with the California phone number. He still insisted that they have the right to keep the set up fee.
