Red light camera ticket

I received a red light ticket in the mail 48 days after the offense. The law in Pennsylvania states that the citation must be mailed within 30 days unless for some reason it took the authority longer to determine the owner of the vehicle. My vehicle is registered in PA. I contested the ticket online. I presented them the law, and asked for proof and reasoning in the event that it did take them an extended period of time to locate my records. I received a letter in the mail stating "Inadequate Defense" with no further explanation. Now, if I want to appeal, I have to pay a non-refundable $35. I'm sorry, whats the definition of racketeering again?
