Putting residents at a serious safety risk

The elevator at Orchards at 81st in East Portland, Oregon, is new but has been out about 50% of the time since my sister moved in three months ago. She is physically disabled and lives on the 4th floor across from the elevator. It is horrible the elevator company service strands disabled residents on upper floors for days, leaving them unable to go for groceries, medications or doctor appoint appointments. They "fix" the elevator, and it immediately goes out, often the same day it is declared the elevator is fixed. Shame on you.
