Purchased a Freestanding Pergola w/canopy

The cross members on the pergola are rusting out after 3 years. the size of the pergola is 9"8" W x 9' 8" L x 7' 10 3/4" Tan/Black metal. One reason I purchased the pergola was the structure was power-coated finish RESISTS RUST but the one I got is rusting at the joints on the cross members. Please advise me on what I am supposed to do? User's recommendation: Maybe when putting it together you should use water proof caulking before putting the cross members together.
