Product never sent and no refund offered

I purchased an iPazzport Mini Bluetooth Keyboard on 8/3/16, from their US website: chinabuygroup.com/ I made the order on August 3rd. After 3 weeks of the order sitting in the Status: Quality Control, I canceled the order and purchased the keyboard elsewhere. The product was clearly not in stock, though they claim it needed Quality Control (?) for weeks on end .. They will not give me a Customer Service number and they have not refunded the $13 order. Customer Service emails 1 sentence replies saying, 'refund will be given in the coming days' .. things of this nature, yet I bug them week after week to no avail.
