Problem seems to be increasing

I wrote my disappointment in my Hazelnut candy over a year ago. I allow myself to indulge over the holidays by buying the largest box available. I found then that there were fewer full hazelnuts in the candy - it was always a joy to bite into that center nut to highlight the great satisfaction of that wonderful flavor. I tried this season too, but buying smaller boxes as I could not find the large boxes of years past. To my amazement I found that the problem had intensified rather than improve. I found only 'two' candies with a full nut inside the one box. In fact in going into the other boxes, the same thing happened. It wasn't until I was at the end of the last box that I found a full nut. In most cases, there weren't any significant size pieces found, sometimes almost half a nut. What has happened to this enticing candy product? Is there no one in management/supervision that is ware, or even care about this?
