Post Office sits on the package for a month, asks for money to release it

A package ( containing Educational CDs and Manuals- Ref.No.CJ309620720US, total value of Rs.3000, weighting 3.5 Kg) was mailed to me 2 months ago from California, USA. It was detained by O/O Postmaster General (foreign mails)- Mumbai (phone no.[protected])- for two weeks and by Postal Appraising Department (phone no.[protected]), for another two weeks. All the documents were submitted and the package was released, however the local Post office in Himayatnagar- Hyderabad has detained the package and is asking for amount of Rs.11, 360 to release it. The postmaster refused to show any official letter regarding this outstanding amount and asked for cash. He refused to give any details about the costs from Mumbai Custom and abused me and my sister verbally, Even went far enough to hold my sister's hand and twisting it. The post master should display the official letter from Mumbai Customs which explains why they charge Rs.11360. Besides the amount can not be paid in cash to the post office of Hyderabad but in form of challan to the Mumbai Custom office. Note: All the letters and receipts are available in my possession.
