Poor grass seed growth

I went the extra expense and got Scotts PA State grass mix. Planted and watered 3 times a day. Only about 30 grew and had a lot of weed growth. I have gotten better grass growth from a lot less expensive seed. Very unhappy. User's recommendation: Buy the cheaper perennial seed.
