Pissed off and waiting

Ordered and charged a heartwatch more than two months ago. Never came. got in touch with them by e-mail and they said it was sent. Now on 3rd month and they said it was sent and delivered by UPS the mail man kept it or it was stolen. They would send another one. I think it is a scam but no one will say for sure it is and I do not know what to do,
