Paint on inside panes of glass in study (office) window

I was cleaning all my windows and when I came around to the office window I started wiping then scrubbing and noticed it wasn't getting clean. A closer look revealed specks of paint all over the inside of the panes of glass. I complained to Linda Miller, Solitaire...
