Paid for brick that was never engraved

A brick was paid for in advance 4 years ago to honor a Vietnam veteran who has 2 Purple Hearts and numerous other awards……to this day it has never been engraved and placed in the walk in front of our local American legion here in Lynchburg Virginia POST 16 as promised ! I have spoken to the person in charge repeatedly and they just keep stalling and saying they need to sell a few more bricks.
