Paid $49.95 for a course not received

I have tried several ways to contact in regards to the course I purchased through Paypal, the money was withdrawn on Sept. 26th this year, the transaction ID 3KT680744X743232F. All we received is info to purchase insurance. It is almost a month now and neither I nor my husband has received anything! I will be training our dog, but I ordered the course under my husband's account on Paypal. His e-mail is dbdozer@***.com, mine is bootsbeal@***.com. The course needs to be sent to me, not my husband.
