Ordered flowers were not delivered

I ordered flowers online at Rita's Florist on August 11th, 2019. The flowers were NOT delivered. My credit card was charged with a higher amount than billed ($75 instead of $54). Apparently, I was charged in USD even though this is not mentioned anywhere on the website. I have sent email through the website's contact form with my order number and complaint and have called [protected] but always was directed to voicemail. Nobody called or emailed me back.
