Ok i am not able to get into my account, and some how or other, they are not sending me my bill by reguar mail

first I started not getting my bill, and then , I started paying my bill on line, But now they are telling me my security question answer is not right. nor is my pass word is not right. Last bill I payed was over 500.00 . And if I can't get on line to pay it , or sit for a long wait time on the phone .
