Notice of fnma enhancement

I received a letter that is made to look like it's from an official governmental agency saying I qualify for a FNMA program to reduce my mortgage. VERY DECEPTIVE!!! It is important to track this kind of deceptive information so that people do not get suckered into making moves because they believe they government is wanting them to do it. You can see the notice I received in my attachment.
