Not refunding my money

I have been talking with one specific representative who has been arrogant and not providing an option to refund back my money. Unfortunately, I blocked the debit card that I used for booking for some reason. Now Alanita travel is giving such a bad time to get it refunded. I am thinking of calling DOT to solve this issue. This people are doing this like a scam. And they need to pay for it.
