Not a Proper Justification

I am writing this letter expecting a response explaining the reasoning behind my claims being denied by my bank (TD Canada). Last month someone had stolen a cheque and wrote information that was not true, including forging my signature on to the cheque in hopes of depositing the cheque to his/her bank account and the person was successful in doing so. I believe that the cheque was stolen from my office building which as an open door system due to many other offices located next door. I suspect that the cheque was stolen while I was at in the washroom or my next-door neighbor faxing documents to the ODSP. As soon as I saw that my bank overdraft was exceeded and CAD 2,000 was withdrawn on July 11, 2019. I reported the bank and the police immediately; that this was a fraud cheque and I did not issue this cheque. The report number is 19.134****. The bank promptly responded saying that it was due to my neglection that the cheque was stolen and they decline my request to claim my money back. But I assure you that even which higher security measures the cheque could still have been as easily stolen.
