None response to why my electrical rate doubled question

I live alone, no tv,air conditioner, computer etc. One bedroom Very small apt. Last bill before the current one $20.96 to current $44.07. On bill stated minimum charge plus energy adjustments$40.01. I want to know what amount of usage I need to meet to get the more favorable rate.
