No communication no response

I ordered a unit on 8/21/19 from an email they sent me for $4.99 some type of promotion. They charged my card but I have not received any information about tracking at all. I have reached out several times can’t get any communication or any response. Ok yes it was $4.99 but that’s still my money I work for either provide me with the unit or issue a refund. This is not good for business or a great way to keep customers.
