No communication from NCB Mznagement

I have a number of debts that I am attempting to resolve. I found out in June that my Elastic account was turned over to NCB Management. I've never heard from NCB in any form of communication. Since June I've contacted NCB about a half dozen times. No one ever answers the phone, just voice mail. I have left messages every time and have yet had anyone return my call. How do I get through to them? Any suggestions anyone?
