New deck stain started peeling after 6 months.

Built a new deck 3 years ago and stained it last year in June (deck 2 years old). Yes we prep the deck with cleaner and letting it dry as recommended. Applied semi-transparent stain on deck, which looked amazing for only 7 months. Deck started to peel this spring. Yes we had a cold winter and a very wet spring,but I would have thought it would not have to be redone in 1 year. :(
