Need to talk to someone about level of hydraulic fluid in reservoir.

Reservoir for hydraulics showing empty. Mower is new with just 2.5 hrs run. I want to know if this is normal. Service department where I bought it said thats normal so dont add any because its filled to correct level at factory. I was wanting to know if this is true before I use it.
