Need release letter and no phone number to contact in the company

I need a Letter from your company releasing me from the lien. The loan has being paid off for years and I have not being given my vehicle title back. I need a letter verifying that I fulfilled my obligations to your company, so I can receive my title from DPS. There is no phone number to personally speak to a human person. The email process has never received a response, so what do I need to do to solve this issue.
