Navtive American coverage

I am native America recognized tribe(Turtle mountain band of Chippewa Indian) been covered by Indian health services,IHS) since 1954 at birth and receive IHS out of Indian health services in Jackson,Angles camp,Sonora Ca. there Indian health care clinics MACT Medical and received medicinal help for Diabetes, hypertension, cholesterol, blood work and medicines at zero cost to me in California there are no IHS Hospitals for care if Stroke,Heart conditions ECT.my doctor at the clinic recommended I see a cardiologist which they don’t cover so I contacted Covered California and ask if they had coverage for Native Americans they said they did at the cost of 1 dollar a month so I said for a dollar a month would be ok till I turned 65 in May of this year 2019 when I get Medicare so I signed up what covered Ca.never explained to me about there 1095-A tax form at the end of tax year. They signed me up with Kaiser and I received a monthly bill for 1 dollar then it went up to 1.78 $ a month which I thought ok (this coverage stated in October 2018 and went into May 2019 when I filed my tax return in April for 2018 I was expecting a return then on May 6th 2019 I get a letter from IRS stating I need to file a1095-A tax form which I never received and had to research that it came from covered California after finally getting to them they said they could email me the form that day which I got and took it to my tax guy and informed that I owed the irs 781 $ covered California never informed that the real cost of the policy was 660$ a month I only found out the cost through the irs inform so I paid the 781$ with my tax guy through a tax service bank for 60$ transfer fee in addition to 20$ extra to refill covered Ca. 1095-A form I feel I was misled for cost of the policy by covered California if they would have explained that I was not getting Native American care but a state mandated health care plan the state supplements I never would have bought into as a federal recognized tribe member I am exempt from purchasing health care so on May 7th 2019 to this day July 11th, 2019 I have tried to conceal the policy for over 2 months i have be getting the run around from covered California phone calls to them over several times and to conference calls between me the consumer,Kaiser, and covered California in the conference call covered California told me they canceled the policy I asked them if sent that information to Kaiser and they told me I would have to call Kaiser ask them if cancelled the policy so waited an hour called talked with billing agent and they told me they haven’t received anything from covered California they said it’s 10 to 15 business days to precess this is the same run around I gotten for two months. On June 14th had a conference call with the same 2 party’s at this time told covered California that I had coverage beginning May 1st with Medicare and they said they would talk with upper managers to see if they could cancel the policy to the end of April 2019 so today talked with covered California gave me the same spill and said no that I would have to pay for the month of May also they since I cancelled the policy on May 7th they would still have to charge me for May so according to they answer they said the policy was canceled on May 31st,2019 my question was if it was cancelled on May 31st then way hasn’t Kaiser received the cancellation covered California said they didn’t know I would have to a call Kaiser.
