My mum paid for a game through PayPal and they won’t send the activation code or answer emails. They are saying we haven’t even purchased and PayPal haven’t been any help

Can't find the activation code for a game and they are saying my mum hasn't even made a purchase. She paid through PayPal so she has a receipt. She ordered it last night and we still don't have the code. It's for my sons birthday this week. User's recommendation: Do not recommend.
