My cancellation was not processed and they won’t cancel and refuse to take responsibility

I cancelled my membership in person four years ago and paid the 10$ cancellation fee cash. I had an emergency and had to move out of the country. I assumed they did the job and cancelled. I come to find out they never processed the cancellation and never processed my 10$ cancellation fee. Meaning they even stole that and kept charging me. Now they refuse to cancel my membership unless I go in person again or send it out by mail from another country. That is insane ...on top of it they've hung up the phone on me and are extremely unprofessional and rude. User's recommendation: Never go.
