Most Expensive Fix Recommended for Misdiagnosed Heater Issue

My Lexus did not have heat coming out of the vents. I explained that the A/C was working fine and that there were no leaks. After an hour of checking it out the technician asks how new was the water pump and also checked the coolant. Suddenly the diagnosis is that it was it the heater core. I suggested it could be the servo motor/blend doors. He says no it is the heater core and the price would be $1594 and that they had to order the part from Lexus and if I wanted them to perform this service to just bring it back. I went to an independent dealer. He did not believe it was the core on my initial description. He flushes the system and boom I have heat. Cost 90$. That is a big difference to say the least. Why didn't Haley try this first before automatically recommending the most expensive fix ? I would hate to think that just because it was a Lexus that they saw this as "easy money". It appeared I was the last customer and I can understand fatigue but it was no excuse not to exhaust ALL possibilities.
