Misuse of monopoly, no customer support, rude responses, and fraudulent transactions

While reviewing my historical statements. I had observed that there were 36 duplicate charges over 3-4 month period, 4 over charges($20 charge for $1 actual toll), and 2 additional charges on a loaner vehicle I borrowed from my dealer on which I had registered my PTC EZpass temporarily. I called PTC EZPass to remove the vehicle on same day when I had returned the vehicle back to the dealer. These 2 charges were applied 3 weeks later, after I had already returned the car and had removed the vehicle from my EZPass account. I had done the request for refund and necessary formalities to get this refund. I called the customer service 5 times after submitting the physical request and no one is able to see this request or can acknowledge. Every time I call they start talking about the other ones that are already approved but not about the 2 charges on the loaner vehicle. When i start complaining or explaining issue they get loud and does not let me talk, ever. I then have to speak up and be told that someone from their department will call me within 24 hours to resolve this matter. This same situation has happened 3 times but I had yet never received a call. I am not sure why this is so difficult for them to just refund me and not having me call them 10 times sparing 20-30 minutes on the phone each time. At this point it is not even worth it anymore but I feel like it is my money and they have no right to just take it away. There is no way for me to complain about this to anyone else. This is how a toll control agency misuses their authority and power to steal from customers. They know that there will come a frustration point for the customer to not call or complain anymore and they just get to keep the money for free. This is outrageous. I am extremely frustrated and will continue calling them to get my money back. I really wish there was other way for me to complain to mayor office or CM office about PTC EZPass department. I use EZPass to make my life easy not so that they can steal my money and than I eventually spend hours on the phone trying to get my money back. I rather just pay cash at the toll instead as it is same amount of time I will spend at the toll both throughout the year. If anyone out there reads this post, please let me know how I can get this paid attention to and get my money back.
