Law enforcement info on auto dealership scams!

I requested to purchase a vehicle from Bobby Jones Ford, Augusta, GA., on 30 October 2007. The dealership did not have a Grand Marquis in stock without stripes so they said they could order one in for us and have it in the next day. I called in on Wednesday twice (speaking once with David McNeal and left a message the other time). I again called in Thursday from home and asked again if there were stripes on the vehicle? David said they were on but they could be pulled off and the vehicle would be ready at 09:30 AM. Our family showed up on Saturday morning and the car had stripes on it. NOT Acceptable . These are the actions as they occurred that morning. a. The salesman went back to the detail person and came back and said I could take it to Rick's Paint and Body and get them taken off. He said the detail guy's couldn't be trusted and that there might be marks on it. I said that's out of the question. b. The salesman said he would be out 500 dollars because they went to get the car from another site (a pressure technique I feel). c. I went in to see the finance person and asked about my forms he was holding, I wanted them back. d. The Finance On the 30th he said we will fill out everything and shred them if you don't accept the vehicle or if there is anything wrong with it. e. The finance guy asked what the problem was, I explained that we specifically requested that there were no stripes on the vehicle. The reason was explained and he said we can send it down to get the stripes removed at their expense. This is not an acceptable method for me to get a new car that has been repainted. f. The Finance person then said, " I'll send the paperwork in anyway and you'll get a payment book." g. I asked to speak to the manger, he said, "I am the manager". h. I then asked to speak to the owner. He said, " there is no owner but, we have a general manger. I'll have to get him for you." i. A Mr. Lawrence came up to me and asked what the problem was and if he could assist. I explained the problem and he said they could order in a Palmetto for me. I explained that I liked the Grand Marquis series and had one at this time. I also explained that I had called on Wednesday and Thursday and asked about the status of the stripes. To me this is an unacceptable practice and I feel that I have lost 6 hours of work time over this process. What are my legal actions I can take to prevent actions like this to happen again. What recourse do I have to get my paperwork (Personal, Financial, and Educational Identifiable Information (PII) back from this company? Who else have they pressured to get someone to accept a vehicle that they does not meet their specifications.
